HB19-1221 removed electric scooters from the toy-vehicle category and gave them the same roadway rights and duties as electrical assisted bicycles, which means operators can travel up to 20 mph on most streets and bike lanes but must obey traffic controls.
Safety Requirements: Colorado Revised Statutes 42-4-109 requires riders to stay as far right as practicable, bans towing, limits groups to two abreast, and mandates certified helmets for riders or passengers under 18.
No Minimum Age: There is no statewide minimum age to ride an electric scooter in Colorado. Some local municipalities may set their own age limits.
License and Registration: No driver's license or registration is required for low-power electric scooters. Local governments may set additional rules around sidewalk riding, parking corrals, or operating zones.
Battery Safety (2027): HB 25-1197 (effective August 2025) requires lithium-ion batteries in e-bikes and scooters to meet UL 2849 or EN 15194 standards, with enhanced labeling requirements effective January 1, 2027.
