Device Definition: A low-speed electric scooter must weigh under 100 lbs and have a maximum speed of 20 mph or less. Devices exceeding these thresholds may require a Class L or M motorcycle endorsement.

Key Requirements: Riders must be at least 18 years old. Only one rider per scooter. Scooters must have front and rear lights, brakes, and a bell or horn. Riding is prohibited on state highways and roads with posted speed limits over 35 mph.

Local Opt-In: Municipalities must affirmatively authorize low-speed scooter operation before they can be legally used in that area. Check with your local city government to confirm scooters are permitted.

Where You Can Ride: On streets with speed limits of 35 mph or less, in bike lanes, and on bike paths where permitted by local ordinance. Sidewalk rules are set by local municipalities.
