Public Act 103-0899 (enacting 625 ILCS 5/1-140.11 and 11-1518) requires each municipality, park district, forest preserve, conservation district, or DNR to opt scooters in before they can run. Authorized fleets must weigh under 100 pounds, top out at 10 mph, stay off state highways and any street posted above 35 mph, and riders must be at least 18. The new section also mandates brakes, front lamps/rear reflectors at night, bans passengers and carrying packages that tie up both hands, and applies DUI prohibitions to low-speed scooters, giving local agencies leverage to shut down noncompliant operators.
