KRS 189.289 explicitly authorizes 16-and-over riders to operate electric low-speed scooters on highways, bike lanes, or bike paths while subject to the same traffic regulations as other vehicles. The law requires at least one illuminated headlamp and rear red light whenever visibility is low, allows sidewalk parking only when it doesn’t impede pedestrian or vehicular movement, and gives counties or cities room to layer on additional operating, parking, or fleet rules—though the Transportation Cabinet’s forthcoming regulations cannot add extra helmet or equipment mandates beyond what the statute lists.
