Detailed Information

Per RSMo §307.180, a motorized bicycle has an automatic transmission, no more than three brake horsepower, and a top speed under 30 mph, so most shared scooters fall into that class. Those vehicles gain the same roadway rights as bicyclists (§307.188) but have to keep right when they’re slower than traffic or use the shoulder where provided (§§307.190–191). Section 307.195 makes it unlawful to operate a motorized bicycle on any street or highway without a valid driver license and expressly bars them from the interstate system; scooters that exceed the §307.180 limits are treated as motorcycles and must be registered, inspected, and insured accordingly.
