Detailed Information

Montana's HB 588, signed by Governor Gianforte on May 13, 2025 and effective October 1, 2025, created a comprehensive legal framework for electric scooters and other "motorized seatless devices" including electric unicycles and e-skateboards.

Key Provisions: No driver's license, registration, or insurance is required. Riders under 18 must wear a helmet. Devices must not exceed 30 mph on a level surface. Operators must obey all traffic laws and yield to pedestrians at all times.

Where You Can Ride: Electric scooters may be operated anywhere bicycles and mopeds are allowed, including roads, bike lanes, and multi-use paths. Sidewalk riding is prohibited while the motor is engaged — riders may push or coast on sidewalks with the motor off.

Equipment Requirements: A white front headlight and red rear taillight are required (may be mounted on the device, the rider's body, or helmet). Cities may enact additional restrictions on sidewalk use or designated zones.
