Nebraska has no comprehensive statewide law governing electric kick scooters. The existing statute (60-6,376) covers "Electric Personal Assistive Mobility Devices," which are defined as self-balancing, two-nontandem-wheeled devices (e.g., Segways) — this does not include stand-up kick-style electric scooters.
Local Regulation: All meaningful e-scooter regulation comes from municipal ordinances. Omaha and Lincoln both operate pilot programs with specific rules: riders must be 18+, sidewalk use is prohibited, and riding is limited to roads with speed limits under 35 mph. Scooter speeds are typically capped at 15 mph within these programs.
State-Level Status: The Nebraska DMV states that electric assistive devices are exempt from titling and registration but are restricted to off-road use on private property. Electric kick scooters do not have a specific classification at the state level, creating a legal gray area.
What This Means: Whether you can legally ride an electric scooter depends entirely on your city's local ordinances. Check with your municipality before riding on public roads or paths.
