In this article, we will tackle the specifics of UK laws on electric scooters In this article, we will tackle the specifics of UK laws on electric scooters In this article, we will tackle the specifics of UK laws on electric scooters In this article, we will tackle the specifics of UK laws on electric scooters to help you understand what is allowed and what isn't, and how these rules may impact your decision.

First and foremost, electric scooters are classified as 'Powered Transporters' by the UK Department for Transport (DfT). Powered Transporters are personal light electric vehicles, designed to transport a person using an electric motor. In addition to electric scooters, this classification covers hoverboards, Segways, and other similar vehicles.

Since electric scooters are considered a type of motor vehicle under UK law, they are subject to various regulations, including the Road Traffic Act 1988, the Highway Act 1835, and other legislation specific to powered transporters. Here's a brief breakdown of the key aspects of these acts and how they relate to electric scooters:

  1. Licensing and Insurance: To legally ride an electric scooter on public roads, you need a driving license and appropriate insurance. However, as of now, there is no specific insurance product available for electric scooters, making it impossible to obtain the necessary coverage.

  2. Road Use: UK law states that powered transporters like electric scooters cannot be used on public roads, pavements, cycle lanes, or pedestrianized areas unless specific allowance has been made (e.g., in trial areas or private land with permission). In other words, these vehicles are only allowed on private land where public access is restricted.

  3. Equipment Requirements: Electric scooters must meet certain technical and equipment specifications to be considered road-legal, including having mirrors, indicators, and proper lights. Most commercially available electric scooters do not currently meet these requirements.

  1. Safety and Environmental Considerations: Electric scooters must comply with additional regulations related to noise, emissions, and functional safety. For instance, the electric motor should not exceed a specified output (typically 250W), and the scooter should not be capable of speeds over 15.5mph.

  2. Trials and Changes in Regulation: It is worth noting that several trials are taking place to assess the feasibility of allowing electric scooters on public roads in the UK. These trials, which are set to conclude in March 2022, could potentially lead to changes in legislation that may impact the legal status of electric scooters in the future.

In summary, while the legal situation may change as trials progress, currently, electric scooters are only allowed on private land with limited public access. Riding these vehicles on public roads, pavements, and cycle lanes remains illegal, and you may face penalties, fines, or points on your driving record if caught using an electric scooter in prohibited areas. Always check the latest guidelines and rules before purchasing or riding an electric scooter in the UK.
