Boston regulates electric scooters under Massachusetts state law, which distinguishes between two types of scooters:
Lightweight Motorized Scooters (typical electric scooters):
- Limited to 15 mph
- Helmets required for riders under 18
- No licensing or age restrictions at state level
- Right to use all public roads (not highways) and bike paths
Traditional "Motorized Scooters":
- Cannot be operated without a valid driver's license or learner's permit
- Maximum speed 20 mph
- Protective headgear required for all riders
- Cannot be operated after sunset or before sunrise
Boston Pilot Program: Boston regulated e-scooters under a pilot program beginning April 2021. Under the program:
- Electronic scooters allowed only on streets, bike lanes, and shared-use paths
- Prohibited on sidewalks to prevent pedestrian accidents
Local Regulations: Operating requirements and parking regulations are determined by local authorities and can vary between regions.
