Joliet removed electric bikes and scooters from its prohibited-vehicle list in July 2022, letting personal devices ride on city streets so long as they cannot exceed 25 mph—part of a broader crackdown on gas dirt bikes while accommodating legitimate micromobility users. The State of Illinois then layered in Public Act 103‑0899 (SB 1960), effective Aug. 9 2024, which defines “low-speed electric scooters” (<100 lb, ≤10 mph design speed) and says they may only operate where a municipality authorizes them, on roads posted 35 mph or below, and with single riders who are at least 18 years old. The act also exempts low-speed scooters from titling/registration but requires front lights, rear reflectors, working brakes, no passengers, and sober operation. Joliet hasn’t issued its own share permits yet, so residents should treat the state statute plus the city’s 25 mph cap as the governing rules for privately owned scooters until a local license program debuts.
