Lexington regulates electric scooters under Kentucky state law, which classifies them as "electric low-speed scooters."
Age and Licensing: Riders must be at least 16 years old. No driver's license required. No insurance or registration needed.
Helmet Requirements: No statewide helmet regulations exist.
Equipment: Electric scooters must weigh under 100 lbs, have maximum speed capability of 20 mph, and be equipped with adequate braking systems. For low visibility conditions, scooters need at least one headlamp and one rear red light.
Where You Can Ride: Kentucky allows scooters on roads with speed limits of 35 mph or less. Scooters are not permitted on sidewalks in Lexington.
Rules of the Road: Scooters must follow traffic laws including stopping at stop signs/lights, yielding, following speed limits, and obeying all traffic regulations. Ride as near to the right-hand side of roadway as possible.
Safety Recommendations: Do not operate while impaired. Do not wear earbuds/headphones while operating. Always ride single file. Only one rider at a time.
Parking: Park in designated scooter parking zones or next to bike racks. Park upright. Do not block sidewalks, ramps, stairways, fire hydrants, bus stops, driveways, or ADA access.
