Are Electric Scooters Legal in Lexington?

## Rules
In Lexington, riders of electric scooters and shared mobility vehicles must comply with the city’s dockless vehicle ordinances, state, and federal regulations. Scooter and bike share companies must possess a valid license from the city. The regulatory framework is informed by ongoing data analysis, which may lead to updates.

## Safety
- Priority must always be given to pedestrian right-of-way.
- Scooters should not be used on sidewalks but travel near the right side of the street.
- Helmets are strongly recommended for all riders for safety.
- Scooters must observe standard road rules, such as signal compliance, speed limits, and yielding when appropriate.
- Avoid riding under the influence of drugs or alcohol.
- Exercise caution when starting to prevent the scooter from slipping away.
- Refrain from using earbuds or headphones while in operation.
- Maintain single-file riding.
- Scooters are limited to one person per vehicle.

## Parking
- Scooters should be parked in designated zones or adjacent to bike racks without obstructing public pathways.
- Ensure scooters are left standing upright.
- Keep clear of obstructing sidewalks, ramps, doorways, fire hydrants, bus stops, driveways, or ADA accesses.
- Individuals may reposition improperly parked scooters if necessary, while the primary responsibility for parking management lies with the scooter companies.

Rules

To ensure people’s safety when using these vehicles, all vehicle users are required to follow the City’s dockless vehicle ordinances, state and federal laws. Also, all scooter and bike share companies who operate in Lexington must be licensed by the City. 
The current ordinance and licensing for shared mobility vehicles is based on data gathered from a year-long pilot bikeshare program that began in June 2018. Ridership information shared from the currently licensed companies will continue to shape any needed revisions.
When using scooters, here are some helpful recommendations:

Safety

  • Always yield to the right-of-way to pedestrians.
  • Scooters are not permitted on the sidewalk.
  • Ride as near to the right-hand side of the roadway as possible.
  • Wear a helmet.
  • Scooters must follow the rules of the road. This includes, stopping at stop sign/lights, yielding, following the speed limit and obeying all other traffic laws.
  • Do not operate while impaired.
  • Scooters can start very quickly, so start off slowly to keep the scooter from running out from under you.
  • Do not wear earbuds/headphones while operating.
  • Always ride single file.
  • Only one rider at a time.

Parking

  • Park in a designated scooter parking zone or next to a bike rack.
  • Park upright.
  • Do not block sidewalks, ramps, stairways, fire hydrants, bus stops, driveways or ADA access.
  • People may elect to physically move scooters that are poorly parked, as it’s quicker and more effective, but residents are not expected or required to "self-police" scooter parking. That is ultimately the responsibility of the scooter companies.
