Pasadena City Council voted in September 2024 to reject shared scooter applications completely after Bird and Lime declined to participate in a city-led pilot; Chapter 106 now bars companies from staging scooters on city streets or sidewalks without special permission. Residents can still use their own scooters if they follow Transportation Code §§551.351–352—stay on streets posted 35 mph or below, ride single file with traffic, yield to pedestrians, and never exceed 20 mph. Pasadena’s Public Works department also enforces an obstruction clause: scooters left within five feet of a curb ramp, driveway, or bus stop can be impounded and owners billed for removal.
