Not on the 10 inch. Levy sells the 10 inch tube as two separate parts, a front tube and a rear tube, because the valve position and routing differ between the two wheels. The 8.5 inch tube is listed as fitting front or rear.
No. A tubeless tire seals against the rim and holds air on its own, which is why it uses a separate tire valve fitted into the rim rather than a valve attached to a tube. A solid tire needs neither. Only tubed tires take an inner tube — on Levy scooters, the 8.5 inch tire is a tubed tire.
Three usual causes, in order of likelihood. Underinflation, which lets the tube get pinched between the rim and an edge you hit. Something still embedded in the tire casing that punctures each new tube. Or a burr or a missing rim tape on the rim itself. Before fitting a third tube, run a finger carefully around the inside of the tire and inspect the rim bed.
If you are replacing tubes more than twice a year, probably yes. Solid tires cannot puncture. The cost is ride quality: on a scooter without suspension, the air in a pneumatic tire is doing real suspension work, and you notice when it is gone. Riders on smooth pavement generally regret the switch; riders on debris-strewn city routes generally do not.
