After Spin exited in December 2023, Winston-Salem rewrote its micromobility ordinance in March 2024—cutting device fees and allowing 24/7 operations—and awarded the single permit to Lime, which redeployed 200 scooters citywide that August. The ordinance keeps strict operating rules: riders must be at least 16, treat scooters like vehicles (obeying all traffic controls), and may only ride in the street or bike lanes—never on sidewalks, greenways, public parks, or inside Old Salem. Lime must provide cash/non-smartphone access and clear improperly parked scooters so sidewalks, driveways, and curb ramps stay unobstructed.
